Offshore Wind Procurement
Mr. Pacheco, Ms. Edwards, Ms. Jehlen, Messrs. Eldridge and Moore, Ms. Rausch, Mr. Brady and Ms. Lovely move that the proposed new text be amended by inserting after section ____ the following new section:-
“SECTION_____. SECTION 1. (a) Notwithstanding any general or special law to the contrary, the department of energy resources shall, in coordination with the distribution companies, as defined in section 1 of chapter 164 of the General Laws, jointly and competitively conduct additional offshore wind generation solicitations and procurements, if it finds it is necessary to meet the statewide greenhouse gas emissions limits established in chapter 21N of the General Laws. The department shall jointly and competitively procure a total of at least 10,600 megawatts of offshore wind capacity by December 31, 2030. Any selected projects must use practices to avoid, minimize, and mitigate impact to wildlife, natural resources, ecosystems, and traditional or existing water-dependent uses.”
