Energy Efficiency Projects

Mr. Tarr and Ms. Edwards move that the proposed new text be amended by inserting after section _ the following section:-

"SECTION: - All projects, plans, or programs, funded in whole or in part as a result of this act shall, to the maximum feasible extent, be carried out in a manner that maximizes energy conservation and efficiency, and in addition shall seek to reduce the Carbon emissions that result from actions funded pursuant to this act to the lowest amount necessary in order to comply with this Act. "
