Adding Race as a Priority Group

Messrs. Gomez and Eldridge move that the proposed new draft be amended in Section 6 after the definition “high needs” by adding the following new definition:-

“Historically disadvantaged or marginalized racial communities”, racial and ethnic minority communities and populations in the commonwealth that have experienced historical disadvantages through social, political, economic based discrimination and exclusion, as well as said minorities that have been disproportionately impacted by said disadvantages. Children designated as being high needs and belonging to a historically disadvantaged or marginalized racial community shall receive priority”;

Provided further, by adding after the words “high needs”, in lines 56, 332, 436, 438, the words “or are members of historically disadvantaged or marginalized racial communities”.
