Supporting Local Steel
Ms. Lovely, Ms. DiZoglio, Messrs. Brady, Moore, Boncore, O'Connor and Gomez moved that the proposed new text be amended by inserting after section XX the following section:-
SECTION XX. Chapter 30B of the General Laws is hereby amended by inserting after section 20, the following new section:
Section 20A. (a) Notwithstanding any general or special law to the contrary and to the extent permitted by federal law, any governmental body subject to the provisions of this chapter shall require, in all contracts pertaining to any construction project exceeding $500,000.00 that any manufactured and/or fabricated steel used and supplied and permanently incorporated by a contractor (or subcontractor) into the project be produced or made in whole or substantial part in the United States, its territories or possessions.
(b) Provided further that any governmental body subject to the provisions of this chapter in the awarding of any such construction contract exceeding $500,000.00 in subsection (a) shall give a preference to steel manufacturers and/or fabricators located in the New England states unless such award would result in an increase in the cost of such contract by an unreasonable amount. A governmental body shall effectuate such preference in its advertising for bids, contracts or otherwise."
(c) The provisions of section (a) shall not apply unless at least three Steel manufacturers and /or fabricators located in the United States, its territories or possessions submit responsive bids on such projects.
