Ms. Rausch, Mr. Collins, Ms. Chang-Diaz, Mr. Keenan, Ms. Moran, Mr. Timilty, Ms. Lovely, Ms. Gobi, Messrs. Montigny and Moore and Ms. Edwards move that the proposed new text be amended by inserting after section 158 the following section:-

“SECTION 158A. Notwithstanding any general or special law to the contrary, the group insurance commission shall allow for a state employer to offer to a new state employee, who is eligible for health insurance benefits and opts to receive health insurance benefits provided by the group insurance commission as of their employment start date, to receive health insurance coverage effective as of their employment start date if such start date falls on the first day of the month or as of the first day of the month following their employment start date if such start date falls on any day other than the first day of the month. The group insurance commission, in consultation with the comptroller and the executive office for administration and finance, shall promulgate regulations to enforce this section.”; and

By adding the following section:-

“SECTION 164. Section 158A shall take effect February 1, 2023.”.
