Notwithstanding any general or special law to the contrary, the group insurance commission, in consultation with the comptroller and the executive office for administration and finance, shall offer to a new employee, who is eligible for health insurance benefits and opts to receive health insurance benefits provided by the group insurance commission, health insurance coverage effective as of their employment start date if such start date falls on the first day of the month, or as of the first day of the month following their employment start date if such start date falls on any day other than the first day of the month.”.
