Retired Racehorses

Ms. Gobi, Messrs. O'Connor, Gomez, Tarr and Timilty and Ms. Rausch move that the proposed new text be amended in SECTION 6, line 53, by adding after the word “year” the following:- “; notwithstanding any general or special law to the contrary, not less than 1 percent shall be expended for the continued care of retired racehorses at Massachusetts based equine rescues that rescue and rehabilitate abused, neglected, or abandoned racehorses, or abused, neglected, or abandoned horses.”
