An Act relative to retirement benefits for Rebecca J. Vanderstelt.

 

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to establish forthwith creditable service for Rebecca J. Vanderstelt, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Notwithstanding chapter 32 of the General Laws or any other general or special law to the contrary, the teachers’ retirement system shall credit Rebecca J. Vanderstelt, a member of the teachers’ retirement system, with 2 years of creditable service for the teaching service she rendered in the United States Virgin Islands for the period of October 9, 1997 through September 9, 1999 for the purpose of determining her superannuation retirement allowance pursuant to paragraph (a) of subdivision (2) of section 5 of said chapter 32. Before the date that any retirement allowance becomes effective for Rebecca J. Vanderstelt, she shall pay into the annuity savings fund of the teachers’ retirement system in 1 sum or in installments, upon such terms and conditions as the teachers’ retirement board may prescribe, an amount equal to that which would have been withheld as regular deductions from her regular compensation for such period had such service been rendered in a public school of the commonwealth, plus buyback interest.
