An Act relative to the special commission on state institutions for persons with disabilities.
Whereas, The deferred operation of this act would tend to defeat its purpose, which is to establish forthwith access to certain historical records, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Notwithstanding subclause (c) of clause Twenty-sixth of section 7 of chapter 4 of the General Laws, or any other general or special law to the contrary, the state secretary shall make open to inspection and available for copying to the special commission to study and report on the history of state institutions for people with intellectual or developmental disabilities or mental health conditions in the commonwealth, established in section 144 of chapter 126 of the acts of 2022, all records in the state secretary’s custody that are related to the purposes set forth in subsection (a) of said section 144 of said chapter 126.
