Amendment #1083 to H3900

Relative to Energy Storage Rate Structures

Mr. Roy of Franklin moves to amend the bill by adding the following section:

SECTION XXXX. Section 17 of chapter 25A of the General Laws is hereby amended by inserting after subsection (e) the following subsection (f):-

(f) Notwithstanding any general or special law to the contrary, each distribution company, as defined in section 1 of chapter 164 of the General Laws, shall, in its filing to the department of public utilities on the matter of the electric rate tariff, which addresses (i) operational parameters, to apply to energy storage systems interconnected to their distribution network, and (ii) notice of its intent to promptly file with the Federal Energy Regulatory Commission a wholesale distribution service rate schedule to apply to standalone energy storage systems that are interconnected to their distribution network but are transacting in New England’s wholesale electricity markets, provide (i) a rate structure for station service at the retail rate only and (ii) a separate rate structure at the wholesale rate for energy storage systems participating in wholesale markets.
