Clarifying “pipefitting” and the existing pipefitting exemption

Mr. Scanlon of North Attleborough moves to amend the bill by adding the following section:

SECTION XXXX. Section 81 of chapter 146, definition of “Pipefitting”, as appearing in the 2020 Official edition, is hereby amended as follows:

“Pipefitting”, the installation, repair, replacement, maintenance or alteration of any apparatus for piping appliances, devices, or accessories for heating systems having a rating greater than 700,000 British Thermal Units, including apparatus and piping for general use of conveyance of steam and associated pumping equipment, vacuum and pneumatic systems, oil and petroleum products, ice making machinery, air conditioning equipment, piping systems used for the conveyance and storage of Category M liquids, as defined in ASME B31.3 Process Piping manual and high pressure systems over 150 pound-force per square inch gauge or hazardous industrial type gases used in processes, biopharma or semi-conductor manufacturing, but excluding sheet metal work and the trenching for, the installation, connection, leveling, and covering of, all public and private exterior underground piping systems not defined as private fire service mains by NFPA 13, section 3.8.1, (2002 Edition), refrigeration systems, boilers and plumbing as defined under the rules and regulations of the state examiners of plumbers promulgated under sections 4 and 13 of chapter 142, and the work of heat-sealing, fusing and/or any other manufacturer-recommended bonding of High Density Polyethylene Pipe, and all other exterior underground plastic and/or non-metallic piping, by individuals specifically trained and/or otherwise certified, by the manufacture(s) of the above non-metallic piping, as approved installers.

Section 87 of chapter 146, as appearing in the 2020 Official Edition, is hereby amended by adding the following to the end of section 87 as follows: , nor shall such provisions apply to such pipefitting performed by a person in the employ of a contractor or subcontractor, retained by one of the above organizations, for any work required on the organization’s premises or property.
