Amendment #1543 to H3900

CHAMP Review Commission

Mr. Arciero of Westford moves to amend the bill in section 2, line-item 0511-0270, by adding at the end thereof, the following new language:- ", and provided further that not less than $65,000 shall be allocated to the UMass Amherst Donahue Institute to study, administer and report the findings of the CHAMP Review Commission.”, and provided further that the bill is amended in line-item 0511-0270 by striking the figure "1,000,000" and inserting in place thereof the new figure "1,065,000", and the bill is further amended by adding the following new section at the end thereof:-

 

CHAMP Review Commission

There shall be a special legislative commission established pursuant to section 2A of chapter 4 of the General Laws to investigate and study the Common Housing Application for Massachusetts Programs, commonly known as CHAMP, to evaluate the following items:

-equitable distribution of open slots for public housing

-evaluation of rural, suburban and urban selection of applicants

-technical efficiency of program as currently constituted

-review of current time of application review and processing

The membership shall consist of 13 members, who shall work with the UMass Amherst Donahue Institute to review, evaluate and report on the four stated objectives of the special commission.

The members of the commission shall consist of:

-a designee from the Citizens' Housing and Planning Association

-a designee from the Regional Housing Network of Massachusetts

-a designee from the Massachusetts Chapter of National Association of Housing and Redevelopment Officials

-three executive directors of public housing authorities, including one from a city with a population over 100,000, one from a municipality with a population between 50,000 and 100,000, and one from a town with a population under 10,000, as selected by the Massachusetts Municipal Association.

-the Secretary of the Massachusetts Department of Housing or their appointed designee

-three members of the Massachusetts House of Representatives, with two appointed by the Massachusetts Speaker of the House and one appointed by the House minority leader.

-three members of the Massachusetts State Senate, with two appointed by the Senate President and one appointed by the Senate minority leader.

All appointments to the commission shall be made no later than September 1, 2023.  The commission shall report its findings, including any recommendations for new regulations or legislation, to the clerks of the Massachusetts House of Representatives and the Senate no later than November 1, 2024.
