Amendment #444 to H3900

Access to Children's Behavioral Health Services

Ms. Barber of Somerville moves to amend the bill in section 2, in item 4100-0060, by adding the following:

“provided further that not less than $250,000 shall be expended for a mixed methods study of the utilization, by persons covered by private insurance carriers, of the Behavioral Health Services for Children and Adolescents services and any barriers to the access of these services with such study incorporating: a qualitative study process; a stakeholder engagement process; and a quantitative study of rates of penetration and utilization using the All Payer Claims Database; and for staffing to acquire the data for the research and to write the report of the study; provided further that the center shall submit a report on the findings of the study to the chairs of the Joint Committee on Health Care Financing and the Joint Committee on Mental Health, Substance Use, and Recovery no later than June 30, 2024." and in said item by striking the figures "$33,394,788" and inserting in place thereof the figures "$33,644,788."
