Ms. Howard of Lowell moves to amend the bill in section 2, in item 7010-1192, by adding the following at the end thereof: "; provided further, that not less than $50,000 shall be expended for Project Learn, Inc. for the operation of the youth innovation hub learning in downtown Lowell."
