Ms. Kilcoyne of Clinton moves to amend the bill in section 2, in item 4200-0200, by adding at the end thereof the following:- “provided, that the department of youth services shall expend not less than $600,000 for the detention diversion advocacy program coordinated by the Robert F. Kennedy Children’s Action Corps, Inc. to prevent high-risk juveniles presenting before the court from penetrating further into the juvenile justice system”.
