Amendment #1221 to H4600
Cambridge Community Center Safety Net Hospital
Ms. Decker of Cambridge moves to amend the bill in section 2E, in item 1595-1068, in line 20, by striking out the figures “$441,300,000” and inserting in place thereof the following figures: “$504,900,000”; and in said item, in line 25, by striking out the figures “$682,202,000” and inserting in place thereof the following figures:- $745,802,000.
And further moves to amend the bill by inserting after section 74 the following section:-
Section 74A. Section 2E of chapter 28 of the acts of 2023 is hereby amended, in item 1595-1068, by striking out the figures “$441,300,000” and inserting in place thereof the following figures: “504,900,000”; and in said item by striking out the figures: “$505,000,000” and inserting in place thereof the following figures:- “568,600,000.
And further moves to amend the bill by inserting after section 86 the following section:-
Section 86A. (a) Notwithstanding any general law or special law to the contrary, the secretary of health and human services shall implement new annual funding of $63,600,000 total computable within the state-directed Medicaid managed care incentive initiative payment mechanisms to the non-state-owned public hospital for each of the fiscal years 2024 through 2027 at the full levels, inclusive of the 20 percent increase to the maximum payment amounts listed in the Section 6 table (items 2, 4, and 5) in Attachment Q of the MassHealth demonstration waiver approved under subsection (a) of section 1115 of Title XI of the federal Social Security Act.
(b) The secretary of health and human services, in collaboration with the non-state-owned public hospital, shall seek required federal approvals to implement this section, including the corresponding amendments and/or other applicable submissions for these state-directed payment mechanisms under 42 CFR 438.6(c). Said payments to the non-state-owned public hospital are authorized annually in the Medical Assistance Trust Fund established in section 2QQQ of chapter 29 of the General Laws.
(c) In the event that the commonwealth does not receive initial federal approvals to implement this section in part or in full, the secretary, in collaboration with the non-state-owned public hospital, shall develop and pursue alternative federal funding mechanisms, as necessary, to achieve the specified incremental federal funding referenced in this section and seek all necessary federal approvals.
(d) The secretary will notify the house and senate committees on ways and means and the joint committee on health care financing.
