Project Pop Up markets in Downtown Lowell

Ms. Howard of Lowell moves to amend the bill in section 2, in line item 7008-1116, by adding the following: “; provided further that not less than $200,000 shall be expended to the Project Pop Up markets to transform vacant storefronts into a dynamic retail incubator”.
