Amendment #681 to H4600
Excess Revenue to Local Aid
Representatives Jones of North Reading, Ferguson of Holden, Frost of Auburn, Gifford of Wareham, Barrows of Mansfield and Smola of Warren move to amend the bill by adding the following section:-
“SECTION XX. Notwithstanding any general or special law to the contrary, in the event that all taxable revenue of the commonwealth which is available for appropriation or supplemental appropriation for the fiscal year ending June 30, 2025 exceeds $39,164,000,000, as certified by the treasurer and the comptroller, not less than 50 percent of such excess taxable revenue up to a total of $100,000,000 shall be available to cities and towns; provided, the excess revenue shall be distributed on a proportional basis pursuant to the distribution of unrestricted general government aid, as prescribed in section 3 of the annual general appropriations act; provided further, that the treasurer shall notify the clerks of the House of Representatives and the Senate and the secretary of administration and finance of any such distribution not more than 30 days after it occurs; and provided further, that for purposes of this section, the term “excess taxable revenue” shall not include any funds payable to or received by the commonwealth which are directly attributable to any change in general or special law enacted after July 1, 2024 and which enhance taxable revenue of the commonwealth.”.
