Mr. Ashe of Longmeadow moves to amend the bill in section 2 by inserting after item 8910-0104 the following item:

"XXXX-XXXX For a reserve for expansion, upgrades or enhancements to staffing, operations or infrastructure for new and existing facilities that treat men with an alcohol or substance use disorder under sections 1 and 35 of chapter 123 of the General Laws; provided, that the secretary of administration and finance may transfer funds from this item to state agencies as defined in section 1 of chapter 29 of the General Laws………………………………….….$14,000,000
