No Cost Calls Outside Section

Ms. Tyler of Boston moves to amend subsection (b) of Section 2XXXXX of chapter 29 of the General Laws by striking the word “services” where it currently appears after “sheriffs.”

Amend part (i) of subsection (c) of Section 2XXXXX of chapter 29 of the General Laws by striking the word “phone” and inserting in place thereof the following word: voice

Amend part (ii) of subsection (c) of Section 2XXXXX of chapter 29 of the General Laws by striking the words “length of each phone call” and inserting in place thereof the following words: total number of minutes for voice calls

Amend part (iii) of subsection (c) of Section 2XXXXX of chapter 29 of the General Laws by striking the words “other communication services provided; and” and inserting in place thereof the following words: the number of video calls;

Amend part (iv) of subsection (c) of Section 2XXXXX of chapter 29 of the General Laws by striking the words “length of each other communication service” and inserting in place thereof the following words: total number of minutes for video calls;

Amend subsection (c) of Section 2XXXXX of chapter 29 of the General Laws by inserting after part (iv), the following: (v) the number of electronic mail messages sent and received.

Amend subsection (d) of Section 2XXXXX of chapter 29 of the General Laws by striking the words “payments from the fund to” and inserting in place thereof the following words: matters related to telecommunication contracts entered into by

Amend part (i) of subsection (d) of Section 2XXXXX of chapter 29 of the General Laws by striking the words “amounts expended for communication services by each department” and inserting in place thereof the following words: records of all payments for telecommunications services for incarcerated persons

Amend part (ii) of subsection (d) of Section 2XXXXX of chapter 29 of the General Laws by striking the words “a breakdown of the cost of each call by minute for each department” and inserting in place thereof the following words: contracts for all telecommunication services, including the compensation structure

Amend part (iii) of subsection (d) of Section 2XXXXX of chapter 29 of the General Laws by striking the words “a breakdown of the cost of each other communication service offered by minute for each department” and inserting in place thereof the following words: a rate sheet itemizing all charges to consumers for services or programs embedded in the telecommunications contract, including charges for tablet services and transfers to commissary accounts via tablet

Amend part (iv) of subsection (d) of Section 2XXXXX of chapter 29 of the General Laws by striking the words “the number of phone calls, video communications, electronic communications and other communications services at each facility; and” and inserting in place thereof the following words: revenue derived from products or services embedded in the telecommunications contract;

Amend part (v) of subsection (d) of Section 2XXXXX of chapter 29 of the General Laws by striking the words “any changes in contracts for voice communication services, including any progress in maximizing purchasing power and consolidating contracts between the sheriffs and the department of correction.” and inserting in place thereof the following words: any policy governing access to voice, video or electronic mail communications, if such policy exists; and

Amend subsection (d) of Section 2XXXXX of chapter 29 of the General Laws by inserting after part (v), the following: (vi) any changes in contracts for voice communication services, including any progress in maximizing purchasing power and consolidating contracts between the sheriffs and the department of correction.
