Ms. Barber of Somerville moves to amend the amendment in section 30, by inserting after the word “network”, in line 318, the following words:-

; provided, however, that a carrier shall not pay a low historic relative price hospital that is also a municipal hospital a payment rate that is less than 10 per cent below the average relative price of all acute hospitals in the carrier’s network.
