Mr. González of Springfield moves to amend the bill in section 2A, in item 7004-0081, in line 578, by inserting after “equity;” the following: “provided further, that not less than 20 per cent of funds be given to minority-owned developers or developers that have completed not more than 4 projects to build capacity;”.
