Mr. Cruz of Salem moves to amend the bill in item 7004-0083, by adding the following: "provided further, that not less than $1,000,000 be expended to the city of Salem for the housing-related infrastructure upgrades" and striking out the figure $175,000,000 and inserting in place thereof the following figure: $176,000,000
