Reimbursement for Doula Services Provided by Hospital-Employed Doulas
Mrs. LaNatra of Kingston moves to amend the bill by adding the following section:-
SECTION XX.
Chapter 118E of the General Laws, as so appearing, is herby amended by inserting after section 10Q the following new section:-
The division and its contracted health insurers, health plans, health maintenance organizations, behavioral health management firms and third-party administrators under contract to a Medicaid managed care organization, the Medicaid primary care clinician plan, or an accountable care organization shall not decline to provide coverage for or reimbursement for doulas services solely on the basis that those services were delivered by a hospital-employed doula. Services delivered by way of an approved hospital-employed doula shall be covered and reimbursed to the same extent as if they were provided by a non-hospital employed doula as defined by the executive office of health and human services, and the rates of payments for otherwise covered services shall not be reduced on the grounds that those services were delivered by hospital-employed doula provider participating in an approved doula program.
