Ms. Duffy of Holyoke moves to amend the bill by adding in Section 23, at the end of the item, the following:  "provided further that not less than $250,000 be expended to the Holyoke Redevelopment Authority to start a revolving loan program for development of projects in line with the urban renewal plan 'Connect, Construct, Create"
