Amendment #17 to H4876

Protecting consumers and communities from new, large gas pipeline expansions

Mr. Williams of Springfield moves to amend the amendment by inserting the following sections:-

SECTION XXX: Section 69J of said chapter 164 permitting large gas facilities as defined in Section 69G as “(6) a new pipeline for the transmission of gas having a normal operating pressure in excess of 100 pounds per square inch gauge which is greater than one mile in length”, as so appearing, is hereby amended by inserting, at the end thereof the following: -

No new gas facility shall be approved, and no expansion of an existing gas facility shall be approved unless required for the safety of the public.

SECTION XXX: Section 69K of said chapter 164, as so appearing, is hereby amended by inserting, at the end thereof the following: -

No new gas facility shall be granted a petition for a certificate, and no expansion of an existing gas facility shall be granted a petition for a certificate unless required for the safety of the public.
