Roll Call Minimum Clarification

Mr. Keenan moves to amend the report in Rule 56 in the first paragraph by striking the words "one-fifth of the members present or by a number of members equal to the total number of members of the minority party, whichever is less" and inserting in place thereof the following words:- "a number of members equal to the total number of members of the minority party".
