Deeming Late Filed Bills admitted

Mr. Tarr moves to amend the report in Rule 12 by inserting at the end thereof the following:- "Any bill filed after the third Friday in January but not acted upon within 60 days of its proper submission shall be deemed admitted, and referred to its proper committee."
