Further Amendment 9.1

Formation of a Task Force

Ms. Edwards moves that the amendment be amended In the furtherance of balancing civil liberties and protecting people from harm, abuse, exploitation, and emotional damage enumerated in S2703, a taskforce shall be formed to study and report within six months on the following issues:

(a) impersonation of adults; (b) Prohibition of Deepfakes; (c) Sexting (sexualized text messaging); (d) social and emotional health of perpetrators; (e) analysis of enforcement specifically collecting demographic data; and (f) the Supreme Judicial Court decision of Commonwealth vs. Jorge Delgado-Rivera concerning a reasonable expectation of privacy in text messages sent to another person’s cell phone.

The taskforce shall consist of the following stakeholder members: civil liberties organizations, a member of the trial court, a member of the House and Senate Judiciary Committee; victim rights organizations; the Attorney General’s Office; District Attorneys; and Committee to for Public Counsel Services.
