Reporting on Impact to Schools and Local Services

Messrs. Velis, Oliveira, Keenan, Moore, Tarr, Feeney, Montigny and Timilty move that the proposed new text be amended by adding the following section:-

SECTION XX. Not later than July 30, 2024, the executive office of administration and finance, in consultation with the executive office of housing and livable communities and the department of elementary and secondary education, shall submit a report to the house and senate committees on ways and means with data on students in the emergency housing assistance program pursuant to section 30 of chapter 23B of the General Laws, during the 2023-2024 school year, including, but not limited to: (i) the total number of students in the emergency housing assistance program enrolled in public schools, broken down by district; (ii) the total number of students in the emergency housing assistance program who required transportation services to a school district outside of the district in which they were sheltered and the total associated costs of the transportation services, broken down by district; (iii) the total number of students per district that required language services, broken down by language; (iv) MCAS score data for school districts with students enrolled in the emergency housing assistance program within the last 3 school years, broken down by district,; broken down by Grade 3-8 scores and Grade 10 scores; (v) total number of students in the emergency housing assistance program enrolled in Grade 10 within the last 3 schools years; and (iv) a per pupil cost analysis of all expenditures made by school districts with students enrolled in the emergency assistance housing program, broken down by district.

Not later than July 30, 2024, the executive office of administration and finance, in consultation with the executive office of housing and livable communities, the executive office of public safety and security, the executive office of health and human services, and the division of local services, shall submit a report to the house and senate committees on ways and means with data on the impact to local services and municipalities of the emergency housing assistance program pursuant to section 30 of chapter 23B of the General Laws, including but not limited to: (i) data concerning local emergency phone calls related to emergency housing sites throughout the Commonwealth; (ii) data concerning emergency responses and visits related to emergency housing sites through the Commonwealth; (iii) data concerning local medical services provided at emergency housing sites throughout the Commonwealth; (iv) data concerning other municipal or local services that have increased in utilization as a result of emergency housing sites throughout the Commonwealth. Any such data shall be broken down by municipality or region.
