Identifying Jobs Throughout the Commonwealth

Messrs. Velis, Oliveira, Moore, Kennedy, Tarr and Feeney and Ms. Moran move that the proposed new text be amended by adding the following section:-

SECTION XX. The executive office of labor and workforce development, in coordination with the executive office of economic development, shall conduct outreach to businesses registered with the corporations division in the office of the secretary of state to identify job openings for individuals within the emergency housing assistance program who have attained work authorization.

In conducting outreach, the executive office shall inquire with businesses on: (i) available job openings, either presently or upcoming; (ii) job descriptions, length of employment, and salary ranges; (iii) any necessary skills or qualifications; (iv) willingness to employ individuals currently within the emergency housing assistance program; (v) supports available to employees, including but not limited to: (a) job training; (b) language supports; and (c) childcare services.

Not later than July 1, 2024, the executive office shall establish a portal on the office’s website that clearly displays available jobs, the industry each job is in, and the information gathered through business outreach. Not later than July 1, 2024, the executive office shall establish a registration process where individuals with work authorization within the emergency housing assistance program may register to receive assistance in connecting with these businesses.

The executive office shall promulgate any regulations necessary to implement this section.
