Priortization of Eligibility

Messrs. Tarr and O'Connor move that the proposed new text be amended by inserting in line 46 after the word "program" the following:- "; provided, that the department shall promulgate regulations which shall prioritize eligibility according to the duration of residence in the commonwealth and the factors enumerated as (A) through (H) herein".
