An Act amending the charter of the city of Lynn.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Section 6-11 of article 6 of the charter of the city of Lynn, which is on file in the office of the archivist of the commonwealth, as provided in section 12 of chapter 43B of the General Laws, is hereby amended by adding the following paragraph:-

(h) The chief financial officer shall supervise and oversee a director of capital projects who shall be appointed by the mayor subject to the approval of the city council, for a term of 3 years upon such terms as established by the mayor and approved by the city council. The director of capital projects shall oversee and coordinate all new capital construction projects or repairs to existing facilities, including public schools and projects valued over $25,000. The director of capital projects shall appoint and oversee necessary project managers and other personnel to plan, supervise and manage new building construction and capital repairs projects valued over $25,000 .

SECTION 2. Section 10-2 of article 10 of said charter is hereby amended by striking out paragraph (d).

SECTION 3. The first sentence of section 10-3 of said article 10 of said charter is hereby amended by striking out the words “deputy building commission” and inserting in place thereof the following words:- director of the inspectional division.

SECTION 4. The second sentence of paragraph (a) of section 10-3 of said article 10 of said charter is hereby amended by striking out the words "lead paint inspectors and the planning department, which shall be responsible for all of its present functions conferred upon it by the General Laws and city ordinances" and inserting in place thereof the following words:- and lead paint inspectors

SECTION 5.  Said paragraph (a) of said section 10-3 of said article 10 of said charter is hereby further amended by striking out, the first and third time they appear, the words "deputy building commissioner" and inserting in place thereof, in each instance, the following words:- director of the inspectional division.

SECTION 6. Said paragraph (a) of said section 10-3 of said article 10 of said charter is hereby further amended by striking out the fourth sentence.

SECTION 7. The fifth sentence of said paragraph (a) of said section 10-3 of said article 10 of said charter is hereby amended by striking out the words "have a bachelor of science degree in architecture or engineering or 5 years of similar experience in the supervision of inspectional staff" and inserting in place thereof the following words:- possess experience in the supervision of inspectional staff.

SECTION 8. This act shall take effect upon its passage.
