Nature-based solutions

Ms. Rausch moves that the proposed new draft be amended by adding the following sections:-

SECTION X. Notwithstanding any state or local special act, law or regulation to the contrary, research activities and demonstration projects related to nature-based solutions that study or demonstrate the efficacy of such solutions to enhance resiliency strategies in the commonwealth may be reviewed and approved in a timely or expedited manner by the authorities with jurisdiction over said activities, with the discretion to waive any performance and regulatory standards; provided, however, that protections are provided for Indigenous groups and cultural and historic resources; and provided further, that demonstration projects shall consider protections for underserved communities and environmental justice populations in design and implementation of said projects.

SECTION Y. Section X is hereby repealed.

SECTION Z. Section Y shall take effect on January 1, 2030.
