Storage Procurement
Messrs. DiDomenico and Payano move that the proposed new draft be amended in line 264 by inserting after the word “storage” the following words:- “systems, as defined in section 1 of chapter 164,”;
In line 267 by striking the words “unit specific”;
In line 268 by inserting after the word “those” the following word: “attributes”;
In line 270 by inserting after the definition of “long term contract” the following 3 definitions:
“‘Long-duration energy storage’, an energy storage system, as defined in section 1 of chapter 164, an energy storage system capable of dispatching electricity at its full rated capacity for greater than ten hours and up to 24 hours.
‘Mid-duration energy storage system’, an energy storage system, as defined in section 1 of chapter 164, that is capable of dispatching energy at its full rated capacity for a period equal to or greater than 4 hours and up to 10 hours.
‘Multi-day energy storage’, as defined in section 1 of chapter 164, an energy storage system capable of dispatching electricity at its full rated capacity for greater than twenty four hours.”; and
In line 303 by adding the following sentence:
“The tariffs shall include all costs associated with procurements conducted under subsection (j).”
In section 21, by adding the following subsection after line 357:
“(j) Notwithstanding any special or general law to the contrary, in order to expeditiously maximize the commonwealth’s ability to achieve compliance with limits and sublimits established under section 3 and 3A of chapter 21N, the department shall issue procurements totaling 5,000 megawatts of energy storage systems, of which 3,500 megawatts shall be mid-duration energy storage; 750 megawatts shall be long-duration energy storage; and 750 megawatts shall be multi-day energy storage. The scope of the procurements shall be for long term contracts of a minimum ten years in duration for (1) environmental attributes and/or (2) energy services. The schedule for the issuance of procurements for mid-duration energy storage shall be as follows: approximately 1,500 megawatts no later than July 31, 2025; approximately 1,000 megawatts no later than July 31, 2026; and approximately 1,000 megawatts no later than July 31, 2027. The department may, where appropriate, prioritize the procurement of environmental attributes and/or energy services from energy storage systems that provide additional benefits or value to the electric power grid or communities, including, but not limited to: supporting grid needs in specific geographic locations; providing economic opportunities or public health benefits to environmental justice or disadvantaged communities; and/or creating economic opportunities in transitioning fossil fuel communities. The department of energy resources shall seek industry and stakeholder input and comments on the structure and details of the initial procurement required under subsection (j) of section 21 of chapter 25A of the General Laws not later than December 31, 2024.”
