Life-Cycle Assessment

Messrs. Feeney, Moore, Crighton and Collins, Ms. Edwards and Mr. Pacheco move that the proposed new draft be amended by inserting after section __ the following section:-

"SECTION __. Notwithstanding the provisions of any general or special law to the contrary, in order to ensure the creation of affordable, sustainable, energy efficient, and climate resilient multifamily housing, not later than 180 days after the effective date of this act, the secretary of housing and livable communities, in consultation with the office of climate innovation and resilience, shall promulgate rules or regulations to implement a cradle to grave life cycle assessment in accordance with International Standard ISO 14040 and ISO 14044 for all state funded housing projects; provided further, the full life cycle, encompassing resource extraction through to demolition and disposal, including but not limited to on-site construction, operations, maintenance and replacement, as well as material and product embodied acquisition, processing, and transportation energy, shall be adequately assessed."
