State of Emergency Interest Free Payment Plan for Low and Moderate-Income Residents

Mr. Moore moves that the proposed new draft be amended by inserting after section 43 the following section:-

"SECTION __. Said section 1F of said chapter 164, as so appearing, is hereby amended by inserting the following paragraph after paragraph (4):-

(4 ½) (i)The department shall establish and operate an emergency interest-free payment plan program for low-income customers and moderate-income customers who receive service through a distribution company. The program shall afford such customers with the ability to defer applicable utility payments for the duration of the emergency period, as established by the governor through executive order or other emergency declaration, without incurring interest or fees.

(ii) The program shall include, but is not limited to: a communication plan to notify eligible customers upon availability of the plan; program termination procedures following the conclusion of the emergency situation, including advance notice to residents utilizing the program; and a repayment timeframe following termination of the executive order or other emergency declaration."
