Commission on Demand Management
Messrs. Tarr and Fattman move that the proposed new draft be amended by inserting at the end the following new section:-
"SECTION X. (a) There shall be a commission set forth whose purpose is to review demand management and cost reduction strategies for manufacturers and other large commercial consumers of electricity in the Commonwealth.
(b) The Commission shall consist of 15 members as follows: The Executive Director of the Clean Energy Technology Center or their designee whom shall serve as chair of the Commission; Two appointees by the President of the Massachusetts State Senate, Two appointees by the Speaker of the House; One appointee by the Minority Leader of the Massachusetts State Senate, One appointee by the Minority Leader of the House of Representatives; six Members appointed by the Governor whom shall include: one person represented by the associated industries of Massachusetts, one member represented by the Massachusetts High Tech Council, one member representing the Massachusetts chapter of the national federation of independent business, three members representing organized labor in the Commonwealth; the Commissioner of the Department of Public Utilities or their designee; one member representing a trade organization of manufacturers in the Commonwealth.
(c) the Commission shall publish the findings of their strategy plans with the Secretary of the House and Senate no later than one year after the passage of this act.
