Messrs. Tarr and Fattman move that the proposed new draft be amended by striking in line 52 the word "shall" and inserting in place thereof the following:- "may"; and

In line 113 by striking the following “without prior appropriation” and inserting in place thereof:- “subject to appropriation”.
