REQUIRING A REVIEW OF THE FINANCIAL AND ENVIRONMENTAL COSTS OF ALTERNATIVES TO PLASTIC BOTTLES
Messrs. Tarr and Fattman move that the proposed new draft be amended by striking Section 4 in its entirety and inserting in place thereof the following:-
SECTION 4. For the purposes of this section, “state agency” shall mean any department of state government including the executive, legislative and judicial branches, and any independent state authority, quasi-public authority, board, district, commission, instrumentality or agency.
(b) State agencies shall conduct an inventory and report on the amount of state funds used to procure plastic bottles of not more than 21 fluid ounces and measure the cost of procuring alternatives, and whether or not said alternatives can be recycled; state agencies shall also conduct a review of the environmental impact of alternatives.
(c) State agencies shall conduct a review of recycling practices in place for such plastic bottles and measure the effectiveness of such recycling practices.
(d) State agencies shall report no later than December 31, 2024 on the findings relative to the costs of procuring alternatives and the recyclability of said alternatives, as well as the recycling practices of each agency.
