Hoisting License Language Access Study
Mr. Feeney moves that the proposed new text be amended by inserting after section __ the following sections:-
"SECTION __. Notwithstanding any general or special law to the contrary, the Division of Occupational Licensure shall conduct a study to evaluate the feasibility of making written and practical examinations for the operation of hoisting machinery available to applicants in the languages of Portuguese and Spanish and any other foreign languages deemed appropriate by the Division.
The study shall include, but not be limited to an analysis of (i) any new criteria, guidance, rules or regulations that will be required for offering examinations to Portuguese and Spanish speaking applicants, (ii) the estimated cost and staffing levels required by the Division to administer and regulate those expanded examinations, and (iii) a review of any and all factors relative to the safe operation of hoisting equipment by licensed Portuguese and Spanish speaking licensees.
SECTION __. The Division shall report its findings and submit any recommendations to the clerks of the House of Representatives and Senate and to the Joint Committee on Consumer Protection and Professional Licensure and the Joint Committee on Labor and Workforce Development no later than 9 months after the enactment of this law."
