Messrs. Collins and O'Connor moved that the proposed new text be amended in section 2, in item 7003-0100, by adding the following: “provided further that no less than $100,000 shall be expended for a grant program to St. Mary's Center for Women and Children in Dorchester for workforce development and educational programming for women"
