Commonwealth Competitiveness Commission

Messrs. Fattman and O'Connor moved that the proposed new text be amended by inserting after section ___ the following section:-

"SECTION XX. Notwithstanding any general or special law to the contrary, there is hereby established a special commission and study on the competitiveness of the Massachusetts economy. The commission shall investigate the high costs of conducting business in the Commonwealth, high costs of housing, rise of remote work, and the net out-migration of Massachusetts residents. The commission shall document recommended steps that should be taken to make Massachusetts economically attractive and competitive. The commission shall consist of the secretary of housing and economic development or a designee; 1 member of the house of representatives appointed by the speaker of the house of representatives; 1 member of the senate appointed by the senate president; 1 member of the house of representatives appointed by the minority leader of the house of representatives; 1 member of the senate appointed by the senate minority leader; 2 members appointed by the governor, 1 of whom shall be an individual with expertise in housing development and 1 of whom shall be an individual with expertise in business development; 2 members of the Massachusetts High Technology Council; 2 members of the Massachusetts Taxpayers Foundation; 1 member of the Citizens’ Housing and Planning Association (CHAPA); 1 member of the Massachusetts Growth Capital Corporation (MGCC); and 1 member of a chamber of commerce from each county, or a designee, appointed by the governor. The executive office of housing and economic development and its subdivisions shall provide technical support to the commission. The commission shall file its report and recommendations with the clerks of the house and senate, the house and senate chairs of the joint committee on economic development and emerging technologies, and the house and senate chairs of the joint committee on housing not later than June 30, 2024."
