Benefits moratorium

Messrs. Tarr and Fattman moved that the proposed new text be amended by inserting after section _ the following section:-

"SECTION_. Notwithstanding any law, rule or regulation to the contrary, and to the extent consistent with federal law, the commonwealth shall not create, establish, adopt, or initiate any measure which would create an entitlement to any new publicly funded benefit for those not legally present in the United States, through law, rule, regulation, or other mechanism."
