Best practices in pay equity

Ms. DuBois of Brockton moves to amend the bill by adding at the end thereof the following new section:-

SECTION X

Best practices in state agency

Section 1.

The state finance and governance board as established under section 97 chapter 6 of the general laws shall commission a wage audit within the job titles in bargaining units 8 and 10.

Section 2.

Findings of said audit shall be made available for the public to review and share with the collective bargaining agent of the above mentioned units no later than 30 days after its conclusion.

Section 3.

Pursuant to section 98(a), chapter 6 of the Massachusetts General Laws, the state finance and governance board as established under section 97 chapter 6 of the general laws, under the executive office of administration and finance, shall establish a special commission that includes 1  (one) representative of the bargaining agent for units 8 and 10, 1 (one) representative of the executive office of administration and finance, 1 (one) worker in bargaining unit 8.

Said special commission shall promulgate pay equity regulations relative to best practices in hiring and retention of workers with job titles in bargaining units 8 and 10, as certified by the labor relations commission in its certification of representation dated February 4, 1976 (Case No. SCR-2067) and bargaining unit 10, as certified by the labor relations commission in its certification representation dated March 3, 1976 (Case No. 2053) no later than 180 days after enactment of this act.
