Amendment #1446 to H4000
Victim Services Trust Fund
Ms. Decker of Cambridge moves to amend the bill in section 2 by inserting after item 0840-0101 the following item:
“XXXX-XXXX. For an operating transfer to the Victim Services Trust Fund established in section XXXX............. $20,000,000”.
And further moves to amend the bill by adding the following section:
“Section XXXX. (a) There shall be established and set up on the books of the commonwealth a separate fund to be known as the Victim Services Trust Fund. The fund shall be administered by the victim and witness assistance board. The fund shall be credited with: (i) revenue from appropriations or other money authorized by the general court and specifically designated to be credited to the fund; (ii) interest earned on such revenues; and (iii) funds from public and private sources such as gifts, grants and donations. Amounts credited to the fund shall not be subject to further appropriation and any money remaining in the fund at the end of a fiscal year shall not revert to the General Fund. (b) Amounts credited to the fund shall focus on grant awards to victim service organizations to provide free services to victims and survivors of crime. Funding may be expended, without further appropriation, by the board.”.
