Amendment #924 to H4000
Credit Card Transaction Fee Fairness
Mr. Howitt of Seekonk moves to amend the bill by inserting the following section:-
“SECTION XX. Notwithstanding any general or special law to the contrary, any person, business entity, or organization shall not charge a consumer who uses a credit card any transaction fee, convenience fee, or service fee in an amount that exceeds the size of the fee levied by the creditor. Any person, business entity, or organization who does not accept cash payment shall not impose a transaction fee, convenience fee, or service fee of any kind on a consumer. The attorney-general shall promulgate rules and regulations pursuant to the enforcement of this section.”
