Mr. Michlewitz of Boston and others move to amend H.4000 in section 2, in item 4000-0005, by inserting after the word “programs” the following words:- ; provided further, that not less than $50,000 shall be expended for the SISU Center in the city of Lawrence to provide a safe space for structured education, health and recreational programming for at-risk youth throughout the Merrimack Valley

 

And further amend said item by striking out the figure “$12,600,000” and inserting in place thereof the following figure:- $12,650,000

 

And further amend said section 2, in item 4000-0007, by striking the following words “(i) the number of youths served through this item; (ii) the types of services received by participating youths; (iii) the number of youths who transition into stabilized housing and the zip code of the stabilized housing; (iv) the number of youths who remain in stabilized housing after 90 days, when applicable; (v) other quantifiable data related to client outcomes as determined by the secretary; (vi) the number of youths turned away from the program; and (vii) the amount of funding awarded to vendors for the delivery of services and the names of each vendor” and inserting in place thereof the following words:- (i) the number of youths served through this item receiving either prevention or rehousing services, both total statewide numbers and numbers by region; (ii) the types of services received by participating youths; (iii) the number of youth who transition into stabilized housing after experiencing homelessness; (iv) the number of youths who do not enter homelessness after receiving prevention support, and the number of youth who do not return to homelessness after being housed; (v) other quantifiable data related to client outcomes as determined by the secretary; and (vi) the amount of funding awarded to vendors for the delivery of services and the names of each vendor; and provided further, that not less than $100,000 shall be expended to BAY-CASH to provide direct cash assistance to unaccompanied homeless youth

 

And further amend said item by striking out the figure “$10,545,850” and inserting in place thereof the following figure:- $10,645,850

 

And further amend said section 2, in item 4000-0009, by inserting after the words “obligations of the office” the following words:- ; provided further, that not less than $250,000 shall be expended for the Massachusetts Sickle Cell Association to support advocacy, family support services, awareness campaigns, and staff expansion to improve quality of life for individuals living with sickle cell disease across the Commonwealth

 

And further amend said section 2, in item 4000-0300, by inserting after the words “across the state” the following words:- ; provided further, that not less than $150,000 shall be expended to support the critical care operations of New England Life Flight, Inc., d/b/a Boston MedFlight; provided further, that not less than $250,000 shall be expended to support remote patient monitoring through Beth Israel Deaconess Medical Center to support primary care delivery; provided further, that not less than $2,000,000 shall be expended for Planned Parenthood League of Massachusetts to support continuing access to sexual and reproductive health care and community needs; provided further, that not less than $35,000 shall be expended for the operational costs of Massachusetts Oncology Patients, Survivors, and Supporters (MOPSS) to support its mission of providing services and advocacy for individuals affected by cancer across the commonwealth; provided further, that not less than $75,000 shall be expended for the Brookline Community Mental Health Center, Inc., to expand the healthy lives program; provided further, that not less than $75,000 shall be expended to Transhealth, Inc., for infrastructure and security improvements; provided further, that not less than $100,000 shall be expended to the Sturdy Memorial Hospital for the expansion of its emergency department to create new capacity for emergency behavioral health services

 

And further amend said item by striking out the figure “$300,000” and inserting in place thereof the following figure:- $500,000

 

And further amend said item by striking out the figure “$157,140,881” and inserting in place thereof the following figure:- $160,025,881

 

And further amend said section 2, in item 4000-0601, by inserting after the words “administration and finance” the following words:- ; provided further, that not less than $2,973,456 shall be expended for the recognition of additional allowable costs to the standard base rate for nursing facilities located within 17 miles of 71 Hospital avenue in North Adams; provided further, that not less than $3,800,000 shall be expended for the recognition of additional allowable costs to the standard base rate over the base year rate established on October 1, 2024, for a nursing facility located on Martha’s Vineyard Island and within 8 miles of a hospital that has received federal government designation as a Critical Access Hospital; provided further, that not less than $150,000 shall be expended to Harbor Health Services, Inc. for the operation of its Program of All-Inclusive Care for the Elderly (PACE) day centers in Mattapan, Brockton and any other communities for which Harbor Health Services has been contracted to help meet the Commonwealth’s PACE expansion goals

 

And further amend said item by striking out the figure “$5,117,088,567” and inserting in place thereof the following figure:- $5,117,238,567

 

And further amend said section 2, in item 4000-0700, by inserting after the words “intensive care unit cases” the following words:- ; provided further, that not less than $250,000 shall be expended to the Baystate Franklin Medical Center in Greenfield to support its family medicine residency program

 

And further amend said item by striking out the figure “$4,231,525,812” and inserting in place thereof the following figure:- $4,231,775,812

 

And further amend said section 2, in item 9110-1604, by inserting after the words “year 2025” the following words:- ; and provided further, that not less than $200,000 shall be expended to Hearth, Inc., for upgrades and other improvements, including those necessary for the operation of facilities operated by Hearth, Inc., in the city of Boston

 

And further amend said item by striking out the figure “$11,642,961” and inserting in place thereof the following figure:- $11,842,961

 

And further amend said section 2, in item 9110-1900, by striking out the figure “$12,657,217” and inserting in place thereof the following figure:- $13,407,217

 

And further amend said section 2, in item 9110-9002, by inserting after the words “$16 per elder” the following words:- ; provided further, that not less than $30,000 shall be expended for the senior medical rides program and related elderly and veteran outreach efforts operated by Deja New Leicester, Inc., the council on aging in the town of Leicester and Project New Hope, Inc.; provided further, that not less than $25,000 shall be expended to the Fairhaven senior center for kitchen renovation and upgrades; provided further, that not less than $25,000 shall be expended to the town of Wayland for an emergency generator for the new Wayland council on aging community center; provided further, that not less than $10,000 shall be expended for grab and go meals for the council on aging in the town of East Bridgewater; provided further, that not less than $30,000 shall be expended for improvements for the council on aging in the town of Whitman; provided further, that not less than $35,000 shall be expended to the Pepperell council on aging for new kitchen equipment and security upgrades to the reception area; provided further, that not less than $75,000 shall be expended for heating and cooling renovations on the top floors of the town of Wakefield’s senior center; provided further, that not less than $25,000 shall be expended to the Methuen senior activity center for operational costs and event programming; provided further, that not less than $100,000 shall be expended for the costs associated with care and services provided at the Whipple Senior Center in the city known as the town of Weymouth; provided further, that not less than $250,000 shall be expended for Parkway in Motion, Inc. to provide programming for seniors in the southwest neighborhoods of the city of Boston; provided further, that not less than $50,000 shall be expended to the Brookline senior center to create an intergenerational arts program; provided further, that not less than $100,000 shall be expended to Outstandinglife, Inc. for the operation of a statewide virtual senior center for LGBTQIA+ older adults; provided further, that not less than $10,000 shall be expended to the Granby senior center food pantry to support the purchase of food resources for individuals and families in the town of Granby; provided further, that not less than $70,000 shall be expended to Island Elderly Housing, Inc., for the purpose of emergency preparedness; provided further, that not less than $25,000 shall be expended to the town of North Andover for programming at their senior center with a focus on aiding the most vulnerable seniors as documented in a recent needs assessment; provided further, that not less than $50,000 shall be expended to the Brockton council on aging for wellness nursing; provided further, that not less than $25,000 shall be expended for the Chelmsford council on aging to meet the nutritional needs of elders; provided further, that not less than $20,000 shall be expended to the town of Freetown for their local senior programming; provided further, that not less than $6,000 shall be expended to the East Bridgewater council on aging for a visiting dental hygienist; provided further, that not less than $50,000 shall be expended for infrastructure improvements and maintenance at the Chicopee council on aging

 

And further amend said item by striking out the figure “$29,522,592” and inserting in place thereof the following figure:- $30,533,592

 

And further amend the bill by inserting after section 60 the following section:-

 

SECTION 60A. Sections 131 and 226 of chapter 139 of the acts of 2012 are hereby repealed.

 

And further amend the bill in section 80 by striking out the words “may transfer not more than $15,000,000”, in lines 675 and 676, and inserting in place thereof the following words:- shall transfer $230,000,000.
