Amendment #60 to H4150

Restoring Stolen SNAP Benefits

Representatives Kerans of Danvers and Owens of Watertown move to amend the bill in section 2A by inserting after item 4400-1033 the following item:

"xxxx-xxxx  For reimbursement to clients who have had their federal supplemental nutrition assistance program payments stolen through electronic benefit transfer card skimming, card cloning and other similar fraudulent methods, including organized identity theft schemes during the period of December 21, 2024, to June 30, 2026, inclusive, to the extent that federal funds will not cover the cost of reimbursement; provided, that claims for such reimbursement must be verified by the department of transitional assistance and must be reported to or identified by the department not later than July 31, 2026; and provided further that the department of transitional assistance shall prorate the amount of reimbursement to 20 percent of the benefits stolen, until the appropriation is spent down………………………………………….. $2,000,000."
