Amendment #64 to H4150

Battery Facility Storage

Mr. Michael J. Moran of Boston moves to amend the bill by adding the following section:

SECTION XXX. Section 98 of chapter 239 of the General Laws, as appearing in the Acts of 2024, is hereby amended by striking out in subsection (a)“July 31, 2030” and inserting in its place “July 31, 2035”

Section 98 is further amended in subsection (b) by striking out  "The schedule shall ensure that the distribution companies enter into cost-effective long-term contracts for energy storage systems equal to approximately 5,000 megawatts not later than July 31, 2030, of which: (i) approximately 1,500 megawatts of mid-duration storage shall be procured by July 31, 2025, and shall be for environmental attributes only; (ii) approximately 1,000 megawatts of mid-duration storage shall be procured by July 31, 2026; (iii) approximately 1,000 megawatts of mid-duration storage shall be procured by July 31, 2027; and (iv) all remaining energy storage systems capacity shall be procured by July 31, 2030. Each procurement shall consider inclusion of environmental attributes, energy services or a combination of both; provided, however, that the procurement of 1,500 megawatts of mid-duration storage by July 31, 2025 shall be for environmental attributes only." and inserting in its place - “The schedule shall ensure that the distribution companies enter into cost-effective long-term contracts for energy storage systems equal to approximately 5,000 megawatts not later than July 31, 2035, of which: (i) approximately 1,500 megawatts of mid-duration storage shall be procured by July 31, 2030, and shall be for environmental attributes only; (ii) approximately 1,000 megawatts of mid-duration storage shall be procured by July 31, 2031; (iii) approximately 1,000 megawatts of mid-duration storage shall be procured by July 31, 2032; and (iv) all remaining energy storage systems capacity shall be procured by July 31, 2035.
